Sadly there is not that much can be done to adjust the brightness in the game hopefully a mod will come along that will allow us to adjust the brightness in game.
I might try adjusting the pipboy color to almost black, maybe I should set it to black. What I find is the pipboy light is way to bright unless you change the pipboy color to some color I do not like.
